On November 7, 2018, Phillip Gardner and Ivan Kulakov met with the leadership of the Estonian Sports Union of the Deaf.

They visited the Keres Chess House, a school for deaf children, and the office of the Estonian Sports Union of the Deaf.

We held preliminary talks on holding an individual World Deaf Chess Championship  in Tallinn in the Keres Chess House in 2020.

The President of the Estonian Sports Union of the Deaf Sergei Matvijenko took note of the information and at the next meeting of the executive committee of the Estonian Sports Union of the Deaf the proposal of the International Chess Committee of the Deaf will be considered.
